The initial step in the State of Power event is the matchmaking phase, where states having similar or very close power levels are paired together. This phase lasts over two days.

During the battle phase, the state with the lower point total will host the battle, and the state with the higher points will initiate the attack on the Sunfire Castle of the state with the lower points.
